BONNEVILLE ENVIRONMENTAL FOUNDATION SUPPLIES PGE WITH GREEN TAGS FOR LARGE ENERGY USERS

May 5, 2003 (Portland, OR) The Bonneville Environmental Foundation announced today an agreement with Portland General Electric to serve as the sole supplier of wind energy certificates for the company's Clean Windsm program for commercial and industrial customers. Under terms of the two-year agreement, BEF will provide Oregon's largest utility with Green Tags (also know as Tradable Renewable Energy Credits) from wind facilities located in Oregon and Washington.

"We are seeing more and more national companies - such as our recent sales to White Wave and Interface Fabrics Group - recognize that supporting clean energy is good for the environment and good for business," said Angus Duncan, BEF president. "And, in Portland, some of the most important leaders in purchasing a green power product are companies like Nike, Epson, and Norm Thompson. Public sector energy users like Tri Met and the Port of Portland are also stepping up. We are happy to join PGE in making Clean Wind available to other companies and agencies that want to demonstrate their leadership by supporting renewable energy."

PGE renewable products manager Thor Hinckley explains, "Clean Wind is a very cost effective, predictable and flexible way for companies to support renewable power." The price, a 1.7 cent per kilowatt-hour premium, is half the rate of a previous program that ran from 2000 until March 2002. Mid-to-large sized businesses may purchase the amount that meets their needs and budgets, with a minimum purchase of $17 per month.

As a 501(c)(3) non-profit public benefit organization, all of BEF's net-revenues from its Green Tags sales are reinvested into building additional renewable energy resources throughout the Northwest, or into critical watershed restoration work. Along with BEF's support of utility-scale wind energy, the Foundation and its partners have installed over 100 kW of electricity from new solar resources. Recent solar projects include Portland's Brewery Blocks, West Salem High School and the region's largest solar installation - at 40 kilowatts -- on the site of the former Hanford nuclear reservation. Together with its watershed program, BEF has committed over one million dollars to environmental projects across the Pacific Northwest.

About Green Tags
Also known as Renewable Energy Credits (RECs) or Tradable Renewable Energy Credits (TRECs), BEF's Green Tags represent the environmental benefits that occur when renewable energy replaces energy produced from burning fossil fuels on the power grid. The result is a corresponding savings in greenhouse gases (primarily carbon dioxide).

BEF's Green Tags are Green-e certified by the Center for Resource Solutions - www.green-e.org and designated Climate Cool by the Climate Neutral Network as a net zero impact on the climate - www.climateneutral.com. New renewable energy resources that produce BEF's Green Tags are certified by the Natural Resources Defense Council, Renewable Northwest Project and the Northwest Energy Coalition.
